The latest bid for mandatory membership is one of three motions the council will put up at the Local Government NSW annual conference at Wollongong in mid-October.

Mandatory membership has been a long-standing frustration for Albury's liquor accord since its formation in the early 2000s in response to anti-social behaviour in Dean Street reaching worrying levels.

Cr Daryl Betteridge, who operates Sweethearts Pizza on Dean Street, said compulsory membership was always a major agenda item during his six years as accord chairman.

“It was an issue at the forefront of the accord for the whole period of time I was chairman,” he said.

“The most frustrating part about it was the inability of the NSW Government to make membership of the accord mandatory when liquor licences are in fact issued by the state government.

“The reality is without mandatory membership everyone who gleans a profit from the sale of alcohol is not contributing to minimising the harm the sale of that alcohol has on our community.”

Membership of the Albury accord ranges from $50 to $250 depending on the size of the venue.

Albury is also lobbying for a change to the timing of the conference from its October timeslot to March due to its clash with council and mayoral elections every four years.

The other motion relates to the termination of NSW Regional Development Australia network from December 31, and reallocation of responsibilities and financial resources to joint organisations.

Albury's Cr Alice Glachan  was recently elected to the Local Government NSW board of directors on a Liberal Party ticket.

Greater Hume's Cr Denise Osborne was also elected.
