Detective Chief Inspector David Cottee said the number was “extraordinary” following the operation on Wednesday and Thursday.
Police worked with loss prevention officers from two stores in Albury and Lavington.
Inspector Cottee said in most cases, people attempted to pay for one item, while walking out with the rest.
“The shop owners are disconcerted about depth and range of people detected shop lifting,” he said.
“No doubt it is having an impact on their business. It’s something we all end up paying for in terms of increased costs.”
The average shoplifter attempted to steal $30 to $40 in goods and the largest haul was valued about $200.
Offenders were issued with penalties ranging from infringement notices through to court attendance notices.
“For many, I think they just thought it was an easy option, they were being opportunistic,” Insp Cottee said. “I'm just amazed at how many people were doing it.”
