The man was with a group of two others seen walking outside the shopping centre at 1.35am on Boxing Day.
He is thrown a lighter and spends nearly a minute lighting the bin, placing a can on the ground in the process.
Detective Acting Sergeant Justin Foots said a skip bin and council bin were also lit at the back of the building the same morning.
“The main risk with this particular incident is that the skips bins at the rear of the shopping centre were positioned against a wall,” he said.
“That creates a risk of the fire spreading to the shopping centre, and the shopping centre suffering catastrophic damage.
“We're seeking persons in the community who may know who the people depicted in the footage are.
“One of the males depicted is seen to set fire to a bin.
“We would like to speak to him as soon as possible.”
