Albury highway patrol officers stopped the truck on the highway at Holbrook on Tuesday night.
They spoke to the 46-year-old driver about 9pm before searching the vehicle, and found 16,250 cartons of unbranded cigarettes.
There was no paperwork with the delivery and the truck, cigarettes and two mobile phones were seized for examination.
The driver was released pending further enquiries.

A large number of urgent phone calls were made to Triple-0 and the Wodonga police station amid grave fears for the woman’s driving on Friday afternoon.
Officers stopped the 38-year-old’s unregistered car on the Kiewa Valley Highway and she returned the reading at the station.
Her licence was immediately suspended.
Acting Sergeant Owen Clarke said her driving had been bad enough for other drivers to worry about her crashing.
“Wodonga police are certainly dismayed by this reading,” he said.
“She would be incapable of having proper control of the car.
