The council will take out a $500,000 loan to support the $7.2 million project to shift the existing crossing between the OIympic Highway and Grubben Road further north.
It will also hire consultants Morrison Low to prepare the economic and business case of the project along with up to four funding applications including the federal government's Building Better Regions.
The go ahead from council was gained last week with the motion moved by deputy mayor Doug Meyer and seconded by mayor Heather Wilton.
The Building Better Regions funding applications close at the end of February.
Meanwhile, Racing Wodonga has elected to defer its bid for funding for an upstairs function centre from the same source until a future round.
General manager Tom O'Connor said the club would confirm other funding partners before applying.
