Albury Council agreed on Monday night to prepare a business case for the park which will be located near the Kremur Street boat ramp leading into the Murray River.
But the move was strongly opposed by Cr Murray King, who wants to see council create a RV and caravan park on the river and closer to central Albury.
“I went to Kremur Street today and it is totally inadequate,” he said.
“It is in the shadow of the sewerage farm and I am at a loss to why it is even in (the report).
“I think we under-estimate the tourism opportunity available to Albury in regards to a riverside RV park.
“Places like Echuca really kick our butt when it comes to tourism and how they utilise the river.”
The motion agreed to by council was on a 5-4 vote.
The Kremur Street land joining the existing parking and boat ramp is council-owned, but is presently zoned residential.
It presently acts as a buffer zone to its waste water treatment facilities.
They will be de-commissioned once upgrades are completed to the Waterview facilities.
Cr Alice Glachan said council had not locked in a RV park location.
“To say and suggest we are going to put an RV park down at the sewerage works is not what is actually happening,” she said.
“I'm a little concerned we are trying to meet a perceived need rather a real need and I'm conscious of the fact RV people are not caravan people.”
Other sites considered in the report presented to council include three privately owned locations in the South Albury area.
Council staff warned about the remote chance of development approval being granted for a caravan park in an area which is flood affected.
Recreation vehicles are presently permitted to be parked in various public locations in Albury, but not for overnight stays.
There is anecdotal evidence of illegal parking happening in Albury already.
RV users have access to existing privately operated camping parks in Albury and Wodonga and Ludlows Reserve on the banks of Lake Hume is an authorised area for free overnight parking.
