Firefighters were the first on scene at the Ruthven Circuit crash about 7.40am on Monday.
David Brown said the CFA members first checked to see if the Baxters Concrete driver was injured.
“He seemed to be OK,” he said.
“He was a bit shaken up by it and the paramedics checked him out.
“Our first priority is the life of people over property.”
Mr Brown said it was a time critical situation for the vehicle to be ripped back onto its wheels and towed from the scene.
The truck was transporting concrete through a new housing estate in White Box Rise and tipped on a straight section of road.
Mr Brown said it was the first time he had attended a concrete truck rollover, but said they weren’t uncommon.
The vehicle was towed from the area after being tipped back onto its wheels about 9am.
