ROTARY has scored a concession on payment for water and sewer infrastructure contributions as part of a $75,000 amenities building at the Kiewa Street car park for use at its weekly Sunday markets.

Toilets to be used only on market days and a storage area will be built on the ground level of the multi-deck car park which is still under construction.
Albury Council this week elected not to impose the $12,249.60 infrastructure contribution due to there being no significant additional demands on existing infrastructure given the limited use.
The market only operates between 7.30am and 2.30pm.
Planning and infrastructure director Michael Keys said in his report to council the concession was justified.
“In this instance a local community group is proposing to provide additional amenities to a council asset that will enhance its long-standing community activity that will operate from this site in late 2017,” he said.
“The imposition of infrastructure contributions in this instance could have an impact on the project viability and the long-term community support and funding provided by the proponent.”
The “minor” development won't require any significant or additional upgrade of water or sewer infrastructure.
Service capacity in the area is already sufficient with St Patrick's Primary School located on the opposite side of Kiewa Street.
The request for concession differs from the Albury-Wodonga Regional Cancer Centre which had a clearly identified impact, according to Mr Keys.
“In that instance a concession was granted for the total calculated contribution to reflect the cost of the works required in the immediate area to support the development,” he said.
“A new rising main and augmentation of the sewer system in the immediate catchment was required.”
Rotary clubs of Albury North and Belvoir-Wodonga operate the community market which has had a temporary home at the Wilson Street car park for the last five years.
The toilets and storage area will be located under the ramp to the first floor of the car park.
Water and sewer connections to the toilets will be constructed by Scipio Builders as part of the multi-deck car park contract with works anticipated to be carried out in September.
