Jessop, 22, has been playing minor county cricket for Northumberland with the top-order batsman scoring 132 against Herts last season.
He also has experience in Auckland.
Holt returns to the Eagles after playing in their 2015-16 premiership where he played his best cricket of the season during the finals series.
Belvoir opening bowler Matt Jaensch said the pair would be strong additions to the squad.
“Jack Jessop just came about through mutual contacts over there,” Jaensch said.
“I was talking to a few people and it went from there.
“As long as he fits in well around the club, that’s all we are really looking for.
“Just like Jack Holt did the other year when we won the flag.
“We don’t need an international player as we believe in our list and reckon we have a pretty strong squad of players.”
In another boost for the club, New City bowler Hayden Roberts has committed to the Eagles.
Roberts finished fifth in CAW’s provincial bowling aggregate last season, picking up 31 wickets at an impressive average of just over 16.
He previously played district cricket for Bethanga.
“We think we are in pretty good shape,” Eagles said.
“The club has some good young blokes like Lachie McMillan while Will Donaghey is coming back, plus there are some other promising kids pushing through as well.”
On the debit side, Aaron Gillespie has departed Belvoir after scoring just under 400 runs and taking 20 wickets in 2016-17.
The Eagles bowed out of the premiership race last season when they lost a thriller to Lavington in the preliminary final.
Several other CAW provincial are also speaking to imports with announcements expected in coming days.
Chairman Michael Erdeljac said it was a good thing for the competition.
“It’s fantastic,” Erdeljac said.
“I think the younger players at clubs see how they go about things at training and learn from them.
“We have had some tremendous players come out over the years and it’s always good exposure for Cricket Albury-Wodonga.”
In the biggest coup of the season, Lavington announced last week it had secured former New Zealand cricketer Daryl Tuffey.
He will play one or two matches before Christmas before settling on the Border.
