A coroner found Mandy Martyn killed two-year-old Daniel Thomas in 2003.
Martyn was babysitting the young boy at her Standish Street home in Myrtleford when he disappeared.
His body was found underneath a Lawrence Street home by a dog five years later.
Coroner Jacinta Heffey documented the torture suffered by Daniel before his death, which included being gagged, tied up for hours and shut in cupboards.
She found Martyn responsible for his death and his mother, Donna Thomas, contributed through inaction.
“I found his death was caused by Mandy Martyn in that she inflicted the injuries that led to his death,” Ms Heffey said.
“I find that his mother contributed to the death by her inaction and failure to heed to the needs of her son.”

Martyn told people she had helped dispose of the two-year-old’s body.
She has not been charged.
She is now wanted by police for unrelated matters, with five arrest warrants out for incidents related to reckless conduct, intentionally causing serious injury and failure to appear before court.
Police released a mugshot of Martyn and say she may be in the Wangaratta region.
She has ties across the North East.
Police did not detail the nature of the allegations against her, or when the offences are alleged to have occurred.
Martyn has been a regular attendee at courts in the region.
Her mugshot shows her with dyed and scruffy blonde hair, and police say she is 167 centimetres tall with a medium build.
Police urge anyone who sees her, or anyone with information, to call Crime Stoppers on 1800 333 000.
