Burns, who captained the Hoppers’ thirds in the 1980s before progressing to senior ranks, was elected to the top position at the club’s annual general meeting earlier this week.
He takes over from Andre Dowding.
Burns also played in a senior premiership at Walbundrie in 1989 before returning to Bunton Park.
“I was on the committee at North this year and I think there is good excitement around the club,” Burns said.
“Things are starting to happen on the ground and I’d like to think the same will happen off the ground.”
Paula Cary is vice-president, Alicia Van Emmerik has stepped up to secretary and David Martin and Peter Hore are co-treasurers.
Lincoln Smart, Tim Lloyd, Chris Brosolo, Hore and Van Emmerik are newcomers to the committee.
North Albury will hold a meet the coaches day at Bunton Park from 6pm on Friday.
Former West Adeliade skipper Chris Schmidt will train with the Hoppers for the first time with a barbecue to follow.
