The Wodonga man, 20, surrendered to police after a Border Mail story went online on Wednesday evening.
Leading Senior Constable Chris Grimmett said the man would be summonsed to Wodonga Court on a count of theft on a date to be fixed.
He said $300 had been voluntarily returned, but a magistrate would have to determine what happened with the other $900 reported to have been in the wallet.
Victim Calyup Hall was happy with the rapid response, saying he had multiple messages pointing him to the alleged thief within 15 minutes of the story being posted on the internet.
His wallet slipped from his shorts while he was sitting on a couch at the shopping centre on Tuesday and later found emptied of its cash in toilets at the plaza.
