Police confirmed he was in a Holden Commodore stolen from a Wahgunyah home.
He was with a man in his 20s, who was taken to Wangaratta hospital with serious injuries after he emergency services rescued him from the wreckage.
The pair were travelling back towards Wangaratta at 2.45am Thursday along Federation Way, which was lined with wire safety barriers, but Senior Constable Colin Boyle said the car drifted off the road into a paddock through a gap at the Back Estcourt Road turnoff.
“He’s threaded the eye of a needle really and has rolled numerous times,” he said.
Garrett was ejected from the car during the crash and died at the scene.
His family and friends took to social media to remember him as a good friend to many in the community, from a beloved family, who was full of life and imagination, and left a real impact on those he met.
“R.I.P buddy we all loved you and will forever. Fly high gorgeous boy gone but never forgotten,” Jackie Spencer said.
The exact cause of the crash was still being examined by the Major Collision Investigation Unit.
Investigators were looking at evidence from the wreckage to determine who was driving and had not ruled out speed as a factor in the crash.
The heartbreaking start to Easter came before police had even started their official road operations at midnight Friday.
“It’s a sad start to the Easter weekend – two families are not having the Easter we want to enjoy,” Senior Constable Boyle said.
“It is a timely reminder of the dangers of 100km/h zones and police are urging people to be conscious of your speed, your fatigue and the road conditions.
“This crash occurred at 2.30am in the morning, it’s at night – make sure your driving is appropriate to the conditions.”
Victoria’s Operation Nexus, a statewide road safety focus, will run until Anzac Day and the NSW Operation Tortoise concludes at 11.59pm on Easter Monday 17, with double-demerits in force throughout the blitz.
