The closest competitor was Carla Beswick who has been named runner-up with 860 votes.
After the photos of the top 100 racegoers were published, Border Mail readers sent 12,800 SMS votes for their favourites during the competition, which started Tuesday, March 31, after the Albury Gold Cup.
Miss Howlett, 20, who was wearing a 1950s-inspired outfit, credited her mother’s sewing and her own designing skills for the win.
The Charles Sturt University student was photographed at the Gold Cup in a stunning baby-blue dress, white jacket, gloves and white hat.
“My mum actually sewed the dress from a sketch that I drew,” she said.
“I wasn’t quite sure what to wear in the beginning, but then I read in the paper that 1950s styles were in.”
Miss Howlett was surprised by the number of votes she received but admitted to building a fan base out of family, friends and fellow students — and to voting for herself.
She will receive a $1000 voucher from Myer Centrepoint, while the runner-up will score a $500 voucher.
