Mr Roach, 77, died suddenly at his home on Monday and is survived by his brother, Colin.
The service will be held at St Matthew’s Church at 10am.
Former deputy prime minister Tim Fischer yesterday added his tribute to Mr Roach, who was mayor from 1977 to 1989 and unsuccessfully contested a parliamentary election that Mr Fischer won in 1984.
“John Roach overcame shyness to make great progress and he achieved a great deal for Albury,” Mr Fischer said.
“He was a very formidable mayor and briefly a formidable opponent in the election in Farrer in 1984.”
Two former aldermen during Mr Roach’s mayoralty also praised his abilities.
John Emmery described Mr Roach as a visionary and a statesman in local government.
Albury’s greatest time of stability and growth was during his time on the council, Mr Emmery said.
“He was a team player and during his time as mayor, the council reflected John’s vision, integrity and effectiveness,” he said.
Howard Alcott described Mr Roach as “a more perfect gentleman you could not find”.
“John was always keen to give you advice and encouragement in your endeavours as a representative of the community,” he said.
