Mr Wynne said Mrs Powell had hurt the city by not acting on the report by municipal inspector Peter Stephenson.
“The community has been forgotten in this mess by the council and by the minister,” he said.
“The minister has sat on her hands while the situation festered.
“There have been very public and acrimonious spats between councillors and officers and allegations of bullying have been rife.
“This decision to sack five managers will not be the end of the fallout.”
Mr Wynne said Mrs Powell must tell the city why she failed to act for so long.
He was also perplexed why the minister was in the region yesterday and didn’t act.
Mrs Powell declined to comment yesterday.
