He tendered his resignation verbally at a board meeting held at North Albury on Tuesday.
His resignation will be confirmed in writing soon.
Schuster, the association secretary for several years, said an increasing workload with his job made it difficult for him to continue.
Board members decided to advise clubs immediately and start looking for a replacement.
Schuster will continue assisting the district until its half-yearly meeting is held at Culcairn on January 12.
The Lavington Panthers at a committee meeting last month expressed concern about a lack of communication from the district.
Club secretary Rob Rankin sent a letter to the district, but there was no mention of it in correspondence at the meeting.
Board member and Lavington committee member Slawko Kitt raised the issue in general business.
Both Schuster and association president Noel Trainor told the board they have not seen the letter.
Rankin confirmed yesterday the letter was sent to the association’s post office box early last month.
It will be submitted again for discussion inJanuary.

That included five shots on the 13th end and another five on the 15th end to level the scores at 16-all.
Thomas and Broad got some breathing space with four on the next end.
Scores were locked at 22-all going into the final end, but Thomas and Broad scored three shots.
They played Walla’s Tim Odewahn and Feargal o’Hearcain in the final and it was close throughout.
