A development application prepared for Hadar Homes outlines a three-stage plan which also includes the creation of nine town houses on the site and internal roadways from Reservoir Road.
The old two-storey Woodstock building was significantly damaged by fire in October 2012.
Police at the time treated the fire as suspicious.
It was formerly owned by the NSW Health Department, but its sale price was never publicly disclosed.
The development application compiled by Habitat Planning on behalf of Hadar Homes states the two-storey building remains in adequate structural condition.
The building footprint will be retained and six flats will be built on the ground and first levels subject to council approval.
Three central stairwells are to be provided along the northern frontage of the building to provide access to the upstairs flats.
Initial subdivision works will be carried out in stage one with the creation of the nine townhouses to follow.
Each of the townhouses will be between 103 and 109.8 square metres.
It is the latest residential redevelopment of the old Woodstock site.
In 2010, approval was granted for 20 residential blocks — six facing Union Road and 14 around a cul-de-sac off Diggers Road.
A Presbyterian girls’ school occupied the site from 1962 until 1972.
Its merger with the Albury Grammar School for Boys created the co-educational The Scots School.
The NSW Health Department later bought the site and the Woodstock disability service was established in 1989.
