The fight started outside Guardian Pharmacy and moved towards Coffee Mamma, with multiple punches thrown.
A crowd of about 50 people watched as police tackled a shirtless man to the ground after he warned officers not to touch a woman who he was with.
Ebony Wright said her friend’s mother had been bitten on the arm.
“I wrapped around her and was reefing her back, trying to stop it,” she said.
“She got a huge bite mark in her arm, but she’s fine.
“There were a lot (of punches), I copped one in the back of my head.”
Ms Wright said two youths were assaulted by adults.
“You need to stop the violence,” she said.
“There’s not supposed to be violence in the street. I’m not going to watch and see overage people pummelling into underage people.”
Wodonga Sgt Stewart Smith said the two youths fled the scene, but police knew who they were and would “be catching up with them in due course”.
He said the two groups did not know each other and the cause of the fight was unknown.
The brawl, which started about 1.10pm, was captured on security cameras.
Several people also filmed the fight and police want to receive copies of the footage.
Officers took statements from people involved in the brawl and urged witnesses to come forward.
“It’s a completely inappropriate response, especially in a public place,” Sgt Smith said.
One man at the scene said it was disappointing to see the brawl.
“We’ve all got to love each other with our faults,” he said.
One witness, who asked to be known only as Jack, said he could hear the fight from some distance away.
“It was just ferals misbehaving on High Street,” he said.
Police have not charged anyone and continue to investigate.
