The Wangaratta High School student, 16, will lead the 12-person Youth Council, with Corinne Antonoff her deputy.
Ella said it was an honour to be voted in by fellow youth councillors.
“It’s a great chance to represent the Youth Council,” she said.
“I’ve been on the Youth Council for the past year and that experience and knowledge has helped.”
While Ella has no plans to run for the council or go into politics — instead planning to become a nurse — she said it would be a valuable experience.
“It is a great opportunity to gain new skills and work as a team,” she said.
“It’s a really great part of what I do in my life.”
The Youth Council works on projects geared towards young people.
A keen sportsperson and pianist, Ella said the position would help improve her life skills.
The Youth Council has students from four schools, next meets at 5pm on September 16 at the Wangaratta council chambers, and is open to the public.
