The 55-year-old from Peechelba was directing traffic at 8.45am when the corner of the bitumen sprayer hit him.
Police said the truck driver, 64, had been driving at 40km/h along Sandford Road as he sprayed the new surface.
The man fell to the side of the vehicle and hit his head on the ground.
Ambulance officers treated him at the scene before taking him to Wangaratta Hospital, where he was treated for minor head injuries.
The road was shut down for about an hour and cars were diverted through Gibson Street.
