Hobbs, 47, of Crisp Street Albury, was due to appear in Albury Local Court on Tuesday on charges of assault and intimidation.
When he failed to appear, a warrant was issued by magistrate Tony Murray on the assault charge and a $400 fine imposed on the other matter.
Hobbs was arrested by police and had the bond imposed with conditions ordering him to comply with drug, alcohol and anger management counselling.
The offences occurred about 4.10pm on May 17 when paramedics were called to where Hobbs lives.
The paramedic recognised Hobbs after previous dealings with him and went inside.
Hobbs swore at him in slurred words and the victim saw a pair of scissors which were moved away.
Hobbs continued his abuse and swung his right fist at the paramedic.
The victim feared for his safety due to the level of aggression shown by Hobbs and left the unit.
