Officers stopped a car with false number plates in High Street about 2am Thursday.
The Holden Commodore appeared to have been trying to avoid police, but was not speeding.
Officers searched the car and found 12 small cannabis plants and arrested two men.
They believe the car had been travelling from Sydney to Melbourne and had been involved in an earlier petrol drive off in NSW.
Sergeant Branko Ivic said a 33-year-old man from Catani in Victoria and a 20-year-old man from Mittagong in NSW had been charged. .
“It was good work by the police members,” he said.
The men were bailed on charges including drug possession and handling stolen goods.
The vehicle was not seized.
The men will appear before Wodonga Magistrates Court on December 6.
