Developers, Kurrawa Pty Ltd, initially proposed to open the service station on the corner of Urana and Adams streets 24 hours, seven days a week.
But a resident backlash has resulted in some concessions being made on the opening hours.
Council staff recommended the service station could open from 5am to 11pm every day.
But at a special meeting last week, councillors altered them again to 6am to 10pm daily in response to resident feedback.
The developer's plannings consultant, MacroPlanDimasi, addressed the operating hours issue as part of a submission to council.
"The proposed hours will optimise the potential customer intake and service the commuting traffic as well as the local community," the consultants said.
"”Furthermore, the service station would capture existing passing trade during earlier or later hours.
"The proposed hours will not significantly impact on the amenity of the surrounding area, and the service station has been designed to ensure minimal noise and light impacts on surrounding sites."
The development will include a shop, three fuel bowsers with six pumps, eight carparking spaces, landscaping along Urana and Adams streets and a signage pylon.
The development site has another commercial business to the north on Urana Street, but homes on the opposite side of Urana Street and to the east facing Adam and Huon streets.
As part of the community consultation process, the application was referred to eight adjoining landowners with council hit with five objections to the proposal from neighbours, landlords and the proprietor of a business.
Resident concerns included noise from trucks accessing and exiting the service station, increased traffic and parking issues and devaluation of nearby properties.
The council also imposed strict controls during the construction period.
They include debris and waste material being regularly removed from the site and all plant equipment and fencing materials not encroach on footpaths or roads.
Construction has also been limited to 7am to 6pm Monday to Friday and 8am and 1pm on Saturdays.
No work can be carried out on Sundays or public holidays and on the spot penalties up to $1500 for an individual or $3000 for a company will be issued for any non-compliance.
