A 16-year-old was arrested at 10.30am for trafficking cannabis and was also found with a knuckle-duster.
He was charged in relation to possessing and using cannabis and the weapon.
Sgt Michael Savage of Rutherglen Police said it shows a great ethical awareness of the youths who witnessed the incident.
"The main thing here is we got the information because other kids saw it and knew it was wrong and we applaud that behaviour because that's not what we want our youth exposed to," Sgt Savage said.
"It shows great ethics of other youths to recognise this was wrong and put their hand up to say they have observed something they are uncomfortable with."
He will appear in a children's court at a later date.
