Rodney Wangman flagged a cut to mowing as an example of how the Victorian Government's policy of limiting rate rises will force Wodonga Council to reduce services.
He also told Monday night's meeting that council's assets won't be maintained to previous levels and the Government had rushed the introduction of rate capping.
Cr Wangman said he expected there would be an "uproar" when job losses occurred, citing library and immunisation workers as potential victims.
Cr Anna Speedie said rate capping would hurt the council's ability to plan for large capital items such as pools or roads.
Cr Lisa Mahood said the Essential Services Commission, which is determining caps, "has no understanding of local government".
The seven councillors discussed capping in the context of a management report detailing its impact on council jobs and income.
