The bottle was stolen from Coles Liquorland on Ryley Street on July 5.
However, police stepped up the search for the man following reports he struck for a second time at another business.
CCTV footage of the first incident shows the offender entering the store at 1.35pm.
The footage clearly shows him looking around the store and placing the bottle under the front of his hoodie before he left without paying.
The man was wearing a grey jumper, black cap with white motif, black track suit pants and short cream coloured ugg boots.
Leading Senior Constable Marielle Porter from Wangaratta police said the increasing occurrence of shop thefts affected all the community and had a huge impact on small businesses.
Police are appealing for members of the public to help identify the person of interest.
