Firefighters received the call at 11.15pm to the Crisp Street residence.
At least two tankers were sent to the blaze which was extinguished within the hour.
Albury station officer Glenn Kimpton said the fire appeared to have been deliberately lit.
He said, while the flames didn't spread far in the building, the fire and smoke caused enough damage to prevent residents from returning to the unit.
“They have tried to set the unit on fire in three different places and one fire took hold on the second level,” he said.
Police are investigating the incident and said the occupant was not home at the time of the blaze.
Albury Inspector David Cottee said from their investigation it was too early to tell what caused the fire.
He said police did not yet have anyone in custody over the incident.
The three bedroom unit is owned by the Department of Housing.
