Police have arrested the 50-year-old Nathalia man and expect to charge him with failing to stop at an accident, failing to render assistance at an accident and other traffic offences.
He had handed himself into police on Monday.
The hit-and-run occurred in Cobram on Saturday and left a 40-year-old cyclist with serious injuries.
He was airlifted to hospital in Melbourne and remains in a stable condition.
