Mr Turnbull made the pledge to Liberal candidate Sophie Mirabella three days before replacing Tony Abbott as Prime Minister.
The pair met to discuss ongoing concerns about mobile phone coverage in Indi during a catch-up in Melbourne.
The Liberal Party has released a video of Mr Turnbull, in his role of communications minister, speaking with Mrs Mirabella about blackspots and an update on the NBN in the electorate.
The committment to visit Indi was made at the end of the video.
"I'm looking forward to coming to see you in your campaign to regain Indi," Mr Turnbull said.

Mrs Mirabella said: "We will have you there definitely."
The communications portfolio has been handed to Mitch Fifield in the weekend announcement of Mr Turnbull's newlook cabinet.
“Before the last election you (Mrs Mirabella) were raising these blackspots with me and you gave me a list of some of the worst areas for mobile phone reception,” Mr Turnbull said.
“Once you get outside of the big cities, you say to people what’s their biggest gripe about telecommunications, it is ‘my mobile phone doesn’t work’."
