League officials were forced to keep players and spectators of Lavington and Yarrawonga apart for the second year in a row on Sunday.
League chairman Graeme Patterson said more security staff was inevitable.
"We will need to put some additional security measures in place," he said.
"We will also need to put some reminders to clubs to ensure huddles are kept apart."
Board members and staff kept the two teams apart at the other breaks with assistance of police.
"We want to maintain the ability for the kids to have a kick on the ground," Mr Patterson said.
