The double killer is expected to be received into the custody of Victorian police and taken to a jail south of the Murray River after having breached parole in that state.
Forbes was granted parole in NSW earlier this month after having been sentenced to 16 years and nine months jail for the separate manslaughter of Wodonga father Ross Kimball and Albury bikie Andy Hullick in 2002.
Hullick's widow Kym said she was told by authorities that Forbes would exit Junee jail on Thursday morning.
He is then likely to be taken to Wagga Court for an extradition hearing involving Victorian police.
Mrs Hullick, who feared Forbes may have been released to a halfway house at Nowra, is pleased Forbes will be Victoria-bound.
Forbes had been on parole for armed robberies in Melbourne when he killed in Albury in 2002.
"It's what needs to happen," Mrs Hullick said.
"He's broken the law in Victoria and breached parole, he deserves to be punished.
"I'm hoping with situation, because it's a few more years (in jail) it will allow my young girls to grow up without him being back on the street."
Mrs Hullick said her concerns had also been eased by the NSW parole conditions on Forbes and being told he was being monitored through a GPS device.
The conditions, which will apply if Forbes returns to NSW, include not visiting Albury-Wodonga, not contacting victims’ families and not contacting bikie gang members or clubhouses.
Forbes will not be allowed to possess or use a firearm, have to abstain from alcohol and drugs and undergo psychological counselling.
He had unsuccessfully sought bail in February when his 12-year and nine month non-parole period expired.
Forbes had wanted to live near his family in Geelong.
The judge who sentenced Forbes in 2004 remarked that the career criminal's chance of rehabilitation was "remote" and he had shown little remorse for the killings.
