Cr Gould lost the only election required to decide the four committee chair positions on Monday night.
She was trumped 7-2 by incoming deputy mayor David Thurley for the community and cultural committee she chaired for the past 12 months.
Cr Glachan was the only councillor to vote for Cr Gould and then withdrew her nomination for head of finance to allow Cr Gould a clear run at the position.
Cr Gould will also be elected to council's audit committee that oversees a $120 million annual budget.
Cr Daryl Betteridge turned down a nomination to be chairman of finance and administration.
Outgoing mayor Kevin Mack replaced Cr Betteridge as chairman of the planning and development committee unopposed.
Incoming mayor Henk van de Ven vacated the engineering and works committee and was replaced by Cr Graham Docksey, who was the sole nomination for the position.
