David Roff is the new chief executive of the organisation which controls six branches across the Alpine, Benalla, Mansfield and Wangaratta council areas.
His appointment coincides with a shake-up for the corporation with its administrative model changing in a bid to save $200,000.
The corporation's chairwoman Jan Vonarx, who is also an Alpine councillor, said Mr Roff would oversee the switch which is also aimed at municipalities having greater control.

"I would like to welcome David Roff to the High Country Library Corporation and to also take this opportunity on behalf of the board to acknowledge and thank the hard work of the outgoing chief executive officer Jenny Wyllie," Cr Vonarx said.
"Jenny’s commitment and passion to delivering exceptional library services has benefitted our communities for many years.
"In particular I would like to thank Jenny for the tremendous job she has done over the past few months as we have worked through the recruitment process.
"Jenny’s employment concludes with us on the 20th October 2015, and the board looks forward to thanking Jenny at the October board meeting on Monday the 19th."
Mr Roff, who took up his new position on Friday, has been the chief executive of Mansfield Council for the last eight years.
“I am excited by the opportunities provided by transition to the new model and look forward to working with staff, councils and the community, to deliver excellent service, whilst achieving a cost effective outcome,” Mr Roff said.
Before his most recent role, Mr Roff was Wodonga Council's director of business service for six years.
He has also had experience heading the Casey-Cardinia Library Corporation on the edge of Melbourne.
The shake-up of the High Country Library Corporation, which is expected to be implemented next year, has seen staff told they will need to reapply for their jobs.
In July, Wangaratta administrator Ailsa Fox told a public meeting library patrons would not be worse off.
"We are not envisaging any cut in any services, we are just looking for efficiencies," Ms Fox said.
"You can't continue to keep pouring money into a business without actually examining whether there is a smarter way of doing it."
