The former Sydney and Hawthorn player replaces Darren Ogier.
“Leon was the standout candidate and has been in the pathway for a long time,” Murray Bushrangers talent manager Lee Fraser said.
“We can’t wait to work with him.”
Higgins has spent several years in coaching roles at the Bushies and also has state coaching experience.
He also played for, and coached, Wodonga and Tocumwal.
“He’s got a great understanding of the whole system and will not only work well with the players, but the entire staff,” Fraser said.
“Obviously his playing experience and his work with the Victorian Police Force really shone through.”
The Bushies squad starts training on Sunday, November 15 at the Wangaratta Showgrounds.
