Wodonga Athletic Club president Bill Pearce said Cr Chambers had been an "extraordinary member" who was an inspiration with his track and field efforts.
Keep Australia Beautiful's Val Southam said "Don was the most passionate person about the environment that I ever came across".
Indigo Mayor Bernard Gaffney said his colleague "just lived and breathed for Indigo Shire" and Uniting Church minister Graeme Wells considered Cr Chambers painted his life on a "wide canvas" with a "kaleidoscope of interests".
Cr Chambers’ ashes sat in an urn at the service following a cremation in Italy.
