The unregistered Toyota Camry was set on fire in Akuna Avenue in Tallangatta on October 9.
Sergeant Paul Brady said the teenagers, aged 13 to 16, had attempted to steal the car but had been unsuccessful.
"They got into it but couldn't get it going,” he said.
“They set fire to it in the process.”
The quartet will be charged on summons.
