Grossman spent the 2015 season at Avondale Heights in the Essendon and District league, but wanted to help the Magpies in their quest to return to the finals.
“I really missed the community aspect and that was a really strong pull,” the 28-year-old said.
“It’s great that Brendan Cairns is on board, I’ve got a tremendous amount of respect for him.
“I’ve got great mates there, but I really want to start winning games of footy.”
Grossman previously had a three-year stint at the Norm Minns Oval from 2012-2014.
The dashing half back, who’s played VFL for Williamstown, won Wangaratta’s best-and-fairest award in 2013.
Magpies coach Brendan Cairns said Grossman would be a boost to the club, on and off the field.
“He’s a very versatile player,” Cairns said.
“His best form is usually across the half back line where he can run and create.
“He can go forward or wing and through the midfield.
“Matt really enjoys the club and had a break last year from the travelling but was keen to get involved again.
“Matt’s really keen on leadership and can see the club’s vision and wants to be a part of that.”
Grossman is the second major signing for the Magpies, following key forward Michael Newton, who’s joined from Norwood.
In another boost, star midfielder and 2010 Morris medallist Jamie Allan will remain at the Magpies.
“He’s agreed to play again,” Cairns said.
“Jamie is an extremely loyal person and a really consistent player.
“He gets the job done and he’s really looking forward to helping us play finals next year.”
The Magpies have also picked up midfielder Glenn Wyatt from North Central league club Donald.
The midfielder has relocated to the area for work.
But it’s not all good news at the Magpies, with speedster Robbie Hicks set to join Doutta Stars.
Hicks booted 42 goals from 17 games last year, including a match-winning seven goal haul against the Wangaratta Rovers in Round 14.
“It is disappointing, but he didn’t want to commit to travelling and we wish him all the best,” Cairns said.
Cairns also said it was doubtful forward Joel Harris would return to the club.
Meanwhile, the Rovers and Yarrawonga have missed out on Paul Chapman.
The former Geelong and Essendon star has signed as coach of Western Region team, Werribee Districts.
