The duo were announced as the outgoing Paul Maher's successors late on Thursday.
Rovers president Andrew Smith said the pair were the right fit for the club's growing young list.
“Both come with excellent footy credentials and are well-respected within the Ovens and Murray,” he said.
“The club is very excited about what they'll bring to the table.
“Sam will provide great on-field leadership, while Andy will give strong direction from the sidelines.
“We have an emerging group of young players, and we think these two will meet the needs of that group.”
Rovers champion Hill said the appointment was an exciting opportunity to continue the club's journey to success.
“I'm really pumped to get the chance to coach,” he said.
“I'm excited to be able to build on the foundations that have been laid already.
“We're feeling well and truly positive about the direction the club is heading in.”
Hill said having Carpenter on the field would yield positive outcomes for the Rovers’ younger cohort.
“Sam leads by example, you won’t find many tougher players in the league,” he said.
“Those younger guys will really be able to use that and learn from it.”
The Rovers won four games this year under Paul Maher, including a surprise final-round 16-point win over eventual premiers Albury to send the outgoing mentor off in style.
