Overs said “there were holes everywhere” in the proposal and believes it would be wiser to introduce a plan to stop players switching clubs within the competition.
“I’m glad the point system hasn’t got off the ground,” Overs said.
“I’m all for looking at ways to stop players going from one club to another though.
“That is the area we should be looking at.”
Several clubs expressed concern the player points system would be difficult to police and place further strain on administrators.
Clubs will discuss the system further in February.
In a reverse to last season’s draw, Thunder will play Cootamundra at Cootamundra in the opening round before hosting three matches at Greenfield Park.
The Bulldogs have been decimated by player departures over the off-season.
