With Cameron Breust leaving the Group 9 rugby league club, coach Ben Jeffery said the Tumbarumba captain shaped as a handy replacement.
“We needed a playmaker and someone to steer us around the park and Jay should be a really good fit,” Jeffery said.
“He’s coached before and will give us a bit more experience.”
Little captained Tumbarumba this season and has previously spent time with several other Group 9 clubs including Kangaroos, Junee and Brothers.
Former premiership player Jon Huggett will also return to Greenfield Park after being unavailable last season due to work commitments.
Jeffery said Thunder were chasing a centre and five-eighth.
“They are our priorities,” he said.
“If we can pick up two more, I think we will be around the mark.”
