The library building, which will also include a childcare centre, is under construction in Towong Street.
Its opening is expected to coincide with the start of the school year in 2016.

The council this month approved a shire management request to order $20,000 in stock for the library.
It is on top of the already budgeted $20,000 in 2015-16 for 671 new books and DVDs across the Corryong and Tallangatta libraries.
The shire's community and corporate services director Jo Shannon recommended the boost to Tallangatta.
"The new library will have approximately 260 square-metres available to deliver library and other council services," Ms Shannon told councillors.
"This compares to the old Tallangatta library at 60 square-metres.
"An increase in the volume of book stock is recommended to prepare for the opening of the new library."
The council expects to inherit 300 books from the Riverina mobile library service which ceased in the shire earlier this year.
Towong mayor David Wortmann said the council was examining how it could service areas such as the Mitta Valley and Bethanga, which previously had mobile access.
He said one possibility was service groups, such as Rotary or Lions, delivering books to remote districts.
"With rate capping being introduced we've got an extremely tight budget and we've got to look at how we provide services," Cr Wortmann said.
A new mobile system is expected to be introduced next year, following the gathering of feedback.
The childcare centre and kindergarten, to be housed with the library at Tallangatta, had drawn strong interest.
"It's exciting for the town because ever since I've been on council long daycare has been an issue," Cr Wortmann said.
"A lot of families work in Albury-Wodonga and this going to be great for families."
