APCO manager Paul Armstrong said the duo used two paper, rather than polymer, $50 notes to pay for goods at 12.03am on Monday.
They returned 15 minutes later and went to use another $50 note which was torn.
Mr Armstrong said a senior employee detected the forgery and alerted police.
"They were pretty blase about it, even when it was said it was a fake, they just said 'whatever'," Mr Armstrong said.
"They were pretty calm and collected, they were buying food out of the bain-marie and eating it here."
Mr Armstrong said the man was consuming a spring roll at the time the third $50 note was not accepted and he used change to pay for it.
Police believe the couple are driving a late model white Ford Falcon.

Fake $50 notes have also been found at other Albury and Lavington businesses recently.
They include supermarkets and licensed premises.
The offenders frequented the businesses when there was a large number of customers or inexperienced staff were on duty.
The fake $50 notes have been used to buy only a small number of items.
Police describe the paper notes as having poor print and a low quality clear window.
Businesses are urged to visit the Reserve Bank of Australia's website for pointers on detecting forged notes.
Anybody with information about their circulation on the Border should call Albury police on (02) 6023 9299.
