The towns are assumed to have a shortage of doctors.
Each community will have access to a pool of doctors not accessible to metropolitan practices.
The towns with access were Corowa, Howlong, Mulwala, Tumbarumba, Urana, Khancoban, Benalla, Beechworth, Myrtleford, Bright, Tawonga, Falls Creek, Dinner Plain, Mount Hotham and Mount Beauty.
