The only contesting incumbent not to retain his seat, Mr Fraser was pragmatic about his loss.
“While disappointed at not being on council I am very proud, and appreciative, to have been part of a council team that has seen the face of our city transformed over the last four years,” he said.
He said making the city’s “financial position a hell of a lot better” was a standout.
Mayor Anna Speedie praised Mr Fraser, saying “he should hold his head high”.
“He should be very, very proud of the four years that he served, anybody that serves any time on council should be proud of the commitment and what they give,” she said.
Cr Fraser said he had “no idea” why he lost, but suggested the mass of candidates may have been a factor.
