The victim, aged in his 30s, is still recovering after being airlifted to The Alfred Hospital on Saturday afternoon.
He was being towed on a doughnut at the back of a boat being driven by a 50-year-old Shepparton man on Lake Mulwala.
He was flung into a tree stump and injured his head, neck, groin and hip, and had to be flown to hospital in a serious condition.
The incident occurred about 4pm and the boat operator allegedly returned the high-range reading when tested by police.
It occurred on the NSW side, near the DC on the Lake caravan park.
A hospital spokesman said the victim, who is from New Zealand and has been in the country for about six months, was now in a stable condition.
The boat operator has not been charged at this stage.
Police continue to investigate the matter.
