The land located between the Mate's building and Target was made off-limits in the lead-up to an auction last December and has remained closed up until recent days.
The block failed to sell at auction before a five-member Albury-Wodonga-based investment syndicate purchased the property in February for more than $1 million.
It was previously used as a car park under a licence agreement between the former owners and Albury Council.
A council spokeswoman said on Friday no deal had been struck with the new owners. Attempts to contact the new owners were unsuccessful.
The council also was unable to provide an update on progress of the upgraded Kiewa Street car park which has been under construction since earlier this year.
The works have created a parking squeeze for Albury CBD workers.
To alleviate demand the top two levels of the Volt Lane multi-deck car park have been converted from three-hour restricted parking to all-day parks which are being snapped up most days by 8.15am by ATO employees. Another level is dedicated to Target shoppers.
Pour Me Amis owner Nadine Trist said she and other businesses within the Volt Lane precinct should also be allocated all-day parking.
"They should have at least one spot per building because our businesses are part of a car park," she said.
"Getting the area that has been closed off open again so it doesn't look like a construction zone would also be great."
Kiewa Street car park is due to be completed in August, according to council website.
