The council funding included a commitment from the men's shed to to raise another $30,000 before work would start in April next year.
The men's shed has agreed to share their facilities with a newly formed women's shed group.
It had initially applied to council for $216,200 towards the total project cost of $298,500.
But the request was knocked back when the draft budget was adopted last month.
The Scots School band's bid to secure $10,000 from council for uniforms to perform at the Royal Edinburgh Military Tattoo later this year wasn't re-visited by council.
The draft budget includes a 1.5 per cent rate rise and a $48 million capital works program.
“It is vital we invest in upgrading our essential infrastructure such as water and sewer networks, roads, drains and footpaths,” mayor Kevin Mack said.
“In addition to providing necessary infrastructure, this budget provides $1.4 million in financial assistance to community groups and not-for-profit organisations."
