A frustrated farmer has refused to pay his rates in a stand against what he calls inaction by Greater Hume Council in a neighbourhood dispute involving weed control.

Geoff Noakes of Woomargama presented to the Wednesday meeting to air his “disgust” at council’s actions over the past five years.
“I bought a property in 2008 and a directive from council was sent to me and other residents asking us to control blackberries,” he said.
“I’ve taken that on board.
“A problematic person on my Western boundary … approximately a year and a half ago took action to sustain a re-infestation in my property.
“The re-infestation has happened because there is not control on the boundary.
“I calculated my cost at $32,625 over the past five years to control blackberry.”
Mr Noakes said what followed was “many fruitless phone calls and meetings” and he was told by a council staff member council would not take up the issue with his neighbour.
“I find it appalling … they would not approach the property owner … I see it as the responsibility of the weed inspector, which comes under the Weeds Act,” he said.
“I have been forced to withhold my rate payments until I can get somebody to take notice.
“There was a very abrupt and confrontational meeting with no resolution at all.
“I find it embarrassing a council member would indicate they were going to sell my property to regain funds.”
Councillor Annette Schilg asked environment and planning director Colin Kane if Mr Noakes’ explanation was a “fair representation” of what happened.
“As to who said what and in what context, I’m not going to say that’s exactly whats transpired,” he replied.
“That I said the property would be sold, that’s true … that’s what happens when people don’t pay their rates.
“I think there has been ongoing issues with blackberry … certainly the neighbour next door could be doing more with management.”
A further report on the issue will be prepared for council’s consideration and council will engage in further discussions with Mr Noakes.
