Sanderson polled 26 votes to finish eight clear of bottom-age Lavington centreman Adam Martin.
He joins Wangaratta's Hugh Amery (2014 and 2015) as the only youngster to take out the award twice since it started in 1973.
The hard-running Hawk, who was arguably best afield in his team’s finals losses to Yarrawonga and Wangaratta, said he was pleased with his season.
“I was probably more consistent this year,” Sanderson said.
“It’s pretty hard to say though.
“Hopefully I can get up and play seniors next year.
“That would be great.”
Sanderson made an outstanding start to the season, polling 12 votes in the opening six rounds to set up his comfortable win.
He received votes in 12 games.
Albury’s Riley Bice finished third on 17 votes with Tiger teammate Rhys King, Wodonga Raiders’ Jarrod Ardern and Yarrawonga’s Ely Smith next on 16.
Bice played only 12 matches and Smith 11.
The last Wangaratta Rovers player to win the Leo Dean medal winner was Zac O’Brien in 2007.
